Here are two comprehensive resources which allow users to search for ingredients:

Cosmeticsinfo.org includes factual, scientific information on ingredients most commonly used in cosmetics and personal care products in the United States. It’s sponsored by the Personal Care Products Council, a national trade association representing more than 600 cosmetic and personal care product companies.
